We welcome the outcome of the mandated triennial review of non-State actors in official relations. FENSA is a framework that was carefully negotiated by Member States over a long period. We trust that the due diligence conducted by the Secretariat is fully aligned with the principles established by Member States.
We also want to underline that all non-state entities listed in Annex 2 of document EB158/43 already have ongoing relations with the WHO, and established status in other United Nations bodies.
Earlier this week, the Secretariat held an ad-hoc informal consultation at the request of some PBAC members. We noted general agreement on the legitimacy of FENSA and its criteria. We did not note any concerns regarding the due diligence conducted by the Secretariat with regard to the review process according to FENSA criteria. During the briefing, the Secretariat reminded that FENSA guaranties full transparency on collaboration between WHO and non-state actors, that all collaboration plans are accessible online, and that Member States explicit approval is required for any activity at the national level.
We trust that the Secretariat carefully considers each application in line with the criteria and procedure as established in FENSA, and invite all board members to agree that NSAs listed in Annex 2 are renewed in official relations with WHO.
