I have the honor to speak on behalf of the European Union.

Today, the universality of human rights faces unprecedented challenges. We are witnessing with deep concern a growing pushback against long-established human rights norms and institutions, alongside narratives that seek to divide people. Civic space is shrinking and human rights defenders, activists, journalist and media workers face increasing threats.

In this context, and amid a decline in multilateral engagement, we must renew our unwavering commitment to defending, respecting, protecting and fulfilling human rights and to making them tangible for everyone, everywhere. The universal, indivisible, interdependent and interrelated nature of these rights and freedoms is beyond question. We must underscore their relevance not as abstract ideals, but as essential protections that safeguard human dignity, improve daily life, empower communities, and strengthen societies. Together, we must ensure that human rights remain central to cooperation and progress at the local, national, regional and international level.

Defending human rights and their full realization requires both action and narrative. By reinforcing human rights, supporting and protecting those who speak out, and fostering alliances across regions and sectors, we can ensure that the legacy of the UDHR, the VDPA, and the ICCPR and ICESCR, endures as a living force guiding justice, inclusion, freedom and equality for all.
