I have the honour to speak on behalf of the European Union.

The EU reaffirms its steadfast support for the UPR, a vital and unique mechanism for promoting human rights globally.

Every cycle, the civil society plays a key role in both preparing for UPR sessions and implementing their outcomes. The EU urges all States to ensure the safe, meaningful and unhindered participation of civil society, free from fear or reprisals—whether at home or abroad, online or offline.

Human rights defenders, journalists, lawyers and civil society actors must not suffer for standing up for those deprived of equality, freedom or peace.

No country has a flawless human rights record. The UPR provides a vital space for self-reflection and transparency by shedding light on potential blind spots and receiving recommendations for improvement. This process strengthens accountability, trust and fosters constructive dialogue.

Universality has proven to be the UPR’s biggest asset over the last 20 years but is now at risk. The EU regrets any situation in which full engagement with the mechanism does not occur. In such cases, absence should not reduce scrutiny but rather heighten attention to the human rights situation.

We remain committed to ensuring that the UPR continues to be a constructive, inclusive, and fruitful platform for all. The EU will continue engaging in this important process.
