Mr. President,
Ukraine thanks the Special Rapporteur for her report and its important focus on the equal participation of persons with disabilities in political life.
Russia’s full-scale aggression against Ukraine has significantly increased the number of persons with disabilities in our country. As of the start of 2026, more than 3.4 million Ukrainians live with disabilities. Over the past four years, this number has grown by at least 600,000 people who acquired disabilities due to war-related injuries and trauma. Many are veterans and civilians who continue contributing to their communities despite immense challenges.
This reality highlights the importance of ensuring that persons with disabilities are not only protected but fully included in decision-making processes, political and public life.
Even under wartime conditions, Ukraine continues to advance inclusive policies. The National Strategy for a Barrier-Free Environment until 2030 promotes accessibility in infrastructure, information, education, employment, enabling meaningful civic and political engagement.
We agree with the Special Rapporteur that removing structural barriers and combating stigma are essential for strengthening political representation of persons with disabilities.
Ukraine remains committed to building an inclusive and democratic society where everyone can fully exercise their rights.
