Intervention by the Delegation of Ukraine at the
Clustered ID with SR on the human rights of IDPs and SR on extreme poverty
July 1, 2019
Thank you, Mr. President,
We thank the Special Rapporteurs for their updates.
For the last six years Ukraine has been dealing with humanitarian crisis in the field of forced displacement as a consequence of foreign aggression by the neighboring country.
Occupation of Ukrainian territories by the Russian Federation has brought war, death and suffering to our land, forcing at least 1,5 million of our citizens to flee conflict-affected areas in search of safety and dignity.
As a result of Russia’s actions, carried out in blatant violation of fundamental norms of international law, Ukraine has become a country with the highest number of internally displaced population in Europe.
Yet, faced with this abrupt and overwhelming challenge, Ukrainians have exemplified acceptance and compassion towards fellow citizens, thus rebutting the myths of Kremlin propaganda that attempt to divide us.
On a state level, Ukraine remains consistently committed to implementation of durable solutions in addressing the needs of IDPs as envisaged by the UN Guiding Principles.
The rights of IDPs are protected by the respective Law of Ukraine, they are being reintegrated in Ukrainian society in accordance with State Strategy, while the State Registry of IDPs ensures that no one is left behind in the process.
Some critical challenges do remain relevant, particularly those related to pensions provision and IDP voting rights.
Nevertheless, there is a steady progress in addressing them, in large part due to the valuable assistance by international partners.
We appreciate, madame Special Rapporteur, you being part of these efforts and hope that the situation in Ukraine will remain at the center of your attention.
Thank you.
