Mr. President,
Ukraine thanks both Special Rapporteurs for their reports.
Our country fully supports the system of HRC special procedures and firmly believes that transparency and cooperation, along with independence, impartiality and objectivity of mandate holders, are crucial for promotion and protection of human rights.
We reiterate our previously expressed position on the commitment of the Government of Saudi Arabia to conduct the investigation into the Khashoggi case and our call to ensure accountability and impartiality of this process. The conclusions and recommendations of the Special Rapporteur’s report require further study.
Mr. President,
Ukraine is dedicated to the implementation of the SDG 4. The right to free and quality public education for all without discrimination is protected by the Constitution of Ukraine.
As a co-sponsor of the HRC resolutions “The right to education” Ukraine has, in particular, committed to address any negative impact of the commercialization of education.
The Abidjan Principles presented by the Special Rapporteur provide for an innovative reference tool for states and other stakeholders to consider specific solutions to implement the right to education in the evolving environment.
The Law of Ukraine on Education of 2017 is crucially important for the long overdue education reform. It adopts the best European practices and secures the role of the state language as an instrument of social cohesion and integration.
In accordance with the recommendations of the Venice Commission, the newly adopted legislation provides for the extension of the transitional period until 2023 to apply the provisions of the Law of Ukraine "On Education" for national minorities.
