Mr. President,

Ukraine is committed to protection of civil and politicalas well as economic, social and cultural rights of all its citizens. As a party to the European Charter for Regional and Minority Languages since 2006, Ukraine conducts its language policy in strict accordance with universal and regional standards, reflected in the Constitution of Ukraine and the Law “On National Minorities”. 

Last year, the Parliament of Ukraine passed in the first reading the draft Law “On Ensuring the Functioning of Ukrainian as the State Language”, which safeguards the right of Ukrainian citizens to information and services in state language as an important factor of national identity, security and unity. 

This draft legislation clearly states that “the status of Ukrainian as the state language cannot serve as a ground for denial of linguistic rights of persons belonging to national minorities”. 

As a minority within former empires, Ukrainians themselves historically experienced attempts to root out their native language, especially vicious in tsarist Russia, where several official decrees forbade Ukrainian in print and education. 

These days, Ukrainian language is under attack in Crimea – part of the territory of Ukraine temporarily occupied by Russia. Since 2014, when Russia used so-called protection of Russian-speaking population as a bogus pretext for occupation, the number of Ukrainian schools in Crimea decreased by 87.5%, while the number of Ukrainian classes experienced a decline by 98%. 

This ongoing assault on Ukrainian language has been highlighted in numerous OHCHR and UNESCO reports. In 2017, the ICJ provisional ruling ordered Russia to ensure education in Ukrainian language in Crimea, which the occupying power brazenly ignores.

We call on international community to intensify the pressure on Russia so that ruthless violations of human rights, including linguistic rights, on the territories it occupies do not go unpunished. 

Meanwhile, Ukraine reiterates its commitment to further meaningful engagement with international partners and institutions in the area of linguistic rights, including those of national minorities.
