STATEMENT BY THE VERKHOVNA RADA OF UKRAINE "On Counteraction to the Spread of International Terrorism, Supported by the Russian Federation" of July 22,2014

Ukraine has encountered one of the most complex and violent types of terrorism - the terrorism exported by a neighbor state.

Since having restored its independence in 1991, Ukraine has been by its own example promoting the idea of demilitarization of the European continent by having renounced its nuclear weapons and consistently cutting down its Armed Forces. Since having restored its independence Ukraine has never acted aggressively against its neighbours and was maintaining peaceful foreign policy. Ukraine regarded international law, which has been compiled since the Second World War and has taken into account the lessons learned in fight against aggressive Nazism, as the guarantee of its independence and territorial integrity.

But, as it appeared, the lessons of history were not learned by everyone. Since February 2014 Ukraine suffers from aggression coming from the state that was one of the guarantors of its independence and territorial integrity. The Russian Federation has occupied two of Ukraine's regions - the Autonomous Republic of Crimea and the city of Sevastopol - and started to actively destabilize the situation in Ukraine's Southern and Eastern regions. Having failed to obtain support of those activities from Ukrainian citizens in the East and South of Ukraine, the leadership of the Russian Federation shifted to organizing a terrorist war against Ukraine.

This war is characterized by a complete disregard for international law and disrespect for human life. Ukraine and the entire world learnt that killing civilians, tortures, kidnapping people for either getting ransom or transporting to the Russian Federation and illegal detaining them there, which was the case with Nadiya Savchenko, are usual acts for mercenaries, supported by the Russian Federation.

The terrorists do not hesitate to conduct mass killings of Ukrainian civilians, to manhunt those who speak Ukrainian or are Jewish or Roma.

On July 17, 2014 the terrorism sponsored by the Russian Federation crossed over the borders of Ukraine. The terrorists supported by the Russian Federation killed 298 foreign citizens aboard the Malaysian airlines aircraft. That crime is on a par with the Lockerbie tragedy, the 9/11 attacks (2001) and other crimes against humanity.

If we don't stop those, who carry forward the ideology of hatred, there is the possibility that these innocent victims will not be the last ones. Terrorists and dictators can't stop.

The terrorists have brutally violated the cease-fire proposed by the President of Ukraine, continuing instead to attack Ukrainian military forces and civilians.

The Ukrainian people, the Armed Forces of Ukraine, the National Guard of Ukraine, the territorial defense units, all patriots of Ukraine, who speak different languages and go to different churches, united under the blue-and-yellow flag bravely oppose the terrorists' aggression. But, the support of the terrorists, provided by the

Russian Federation, - by sending mercenaries, machinery, and, during the last days, by direct use of arms by the Russian troops against Ukrainian military forces, - leads to continuing war and prevents from establishing peace. This is a threat to security and stability on the entire European continent and in the world.

The Verkhovna Rada of Ukraine appeals to all the nations of the world to stand in unity against terrorism supported by the Russian Federation.

The Verkhovna Rada of Ukraine calls upon the Parliaments and the Governments of the countries in the world to recognize the so-called 'Donetsk People's Republic' and 'Luhansk People's Republic' and other similar formations as terrorist organizations and to promote this on both national and international levels.

The Verkhovna Rada of Ukraine calls upon the EU countries, the US, other nations that build the world of peace, democracy and universal human values, to act in urgent and efficient manner using the economic, political, diplomatic means of pressure upon the Russian Federation as a state, which poses a threat to security of the modern Europe and the world, with the aim to withdraw the Russian units from the territory of Ukraine, to halt providing the terrorists with mercenaries, arms, machinery and other supplies, to liberate the temporarily occupied Ukrainian territory.

 

 

STATEMENT BY THE VERKHOVNA RADA OF UKRAINE "On the Tragic Deaths of People as a Result of a Terrorist Act over the Territory

of Ukraine" of July 22, 2014

On July 17, 2014 the Malaysian Airlines passenger aircraft Boeing 777, with almost 300 passengers aboard, was shot down over the territoiy of Ukraine, near town of Torez in Donetsk region. According to the data available to the competent authorities of Ukraine, that terrorist act was carried out by militants who conduct warfare against Ukraine on the territory of Donetsk region, using the "BUK" anti­aircraft missile system supplied by the Russian Federation and serviced by the Russian military personnel. As a result of this barbaric act, everyone aboard perished. That terrorist act became possible due to the support of militants by the leadership of the Russian Federation which provides them with modern military equipment and weapons, including anti-aircraft missile systems.

Such actions by the Russian authorities and their irresponsible policy, aimed against Ukraine, provoke acts of international terrorism that lead to deaths of citizens not only of Ukraine, but of other states as well.

The illegal supply of weapons to the territory of Ukraine by the authorities of the Russian Federation, and sending Russian mercenaries and servicemen of the Armed Forces of the Russian Federation to participate in warfare against Ukraine - are acts of military aggression against Ukraine bearing all signs of international terrorism, the embodiment of which are such organizations as the Al-Qaeda and others. The so called self-proclaimed "Donetsk People's Republic" and "Luhansk People's Republic" organizations have settled down to that course too.

The aggression of the Russian Federation against Ukraine has already become a threat to the lives and safety of not only Ukrainian, but foreign citizens as well, and it is becoming a real threat to the entire world order.

The Verkhovna Rada of Ukraine expresses sincere condolences to families and friends of all those who perished as a result of that terrorist act.

While condemning the aggressive policy of the Russian authorities against Ukraine, the Verkhovna Rada of Ukraine appeals to international and European organizations and leaders of countries worldwide with a proposal:

to take all measures necessary to investigate the circumstances of the tragedy;

to identify and bring to justice those responsible for committing the terrorist

act;

to recognize the self-proclaimed "Donetsk People's Republic" and "Luhansk People's Republic" organizations as terrorist ones;

to take joint action with Ukraine, including in the military and technical sphere, aimed at putting an end to the activities of terrorist groups which conduct warfare against Ukraine, and present a threat to peace and stability in the world.
