Mr. President,
It is my honour and privilege to introduce to the Council – on behalf of the core group of main co-sponsors encompassing Hungary, Maldives, Morocco, Poland, Ukraine and Uruguay – the draft resolution “The role of prevention in the promotion and protection of human rights” contained in the orally revised document A/HRC/24/L.14/Rev.1 circulated in the room.
The present draft is a follow-up to the corresponding resolution of the 18th session of the Council and is based on its consensus language.
In view of one of the fundamental functions of the Human Rights Council according to the General Assembly resolution 60/251 - “contribute, through dialogue and cooperation, towards the prevention of human rights violations”, the draft aims at creating enabling environment for elaboration - through an effective broad and inclusive multi-stakeholder discussion, of the concept of prevention of human rights violations.
To this end the draft suggests concrete steps for the two-year period, the most important of which are the panel discussion in the Human Rights Council in September 2014 on the role of prevention in the promotion and protection of human rights and preparation by the Office of a study on the prevention of the human rights violations and its practical implementation to be presented to the Council in September 2015.
We hope that adoption and implementation of this resolution will pave the way for better understanding of the role of prevention in promotion and protection of human rights with its further practical application in relevant policies and strategies on national, regional and international levels.

The changes to the document L.14/Rev.1 are duly reflected in the oral revision of the draft distributed in the room. They relate to paragraphs OP5, OP9 and the new OP11 that is the result of merging paragraphs OP11 and OP15 of the tabled draft resolution L/14.Rev.1.
We are grateful to all delegations for their constructive participation in the three rounds of informal consultations. We would also like to particularly thank those delegations which co-sponsored our initiative. And I am pleased to announce that since tabling another 20 delegations joined the list of first 40 cosponsors of this draft resolution.
To conclude, Mr. President, I would like to express our sincere hope that orally revised draft L.14/Rev.1, incorporating compromise language on all relevant concerns and reflecting fruitful and thorough teamwork of all interested delegations over its text, will be adopted by consensus, as two preceding consecutive resolutions on the subject.
