Mr. President,
While aligning with the EU statement, I would like to make some national remarks.
Continuing deterioration of the situation in Syria has become a real disaster and a crucial challenge for the world community. The developments in and around Aleppo are of special concern. We are witnessing turning Aleppo into another Grozny. The Syrian regime and its allies, first and foremost Russia, continue to show disrespect for their own commitments and to defy all possible human values. Widespread atrocities, in particular aerial bombardment of civilian neighborhoods by government forces, have made life for civilians in Aleppo unbearable: no access to potable water, food is becoming scarce, the wounded die from the lack of care.
We strongly condemn the terrorist attacks resulting in numerous casualties and destruction carried out by those under the control of Da’esh, Al Nusrah Front and all others associated with Al Qaeda or ISIL.
We insist that all perpetrators of these crimes and atrocities, irrespective of affiliation, should be referred to the ICC so they can be held to account.
Latest developments confirm: the Syrian regime with direct support of its allies, first of all Russia, is reasserting itself militarily instead of protecting its own population. Eastern Aleppo, Eastern Ghoutta, entire Rif Dimashque – these areas take the highest toll in terms of civilian casualties. There is no scaling down airstrikes on Aleppo for humanitarian reasons as it was announced on 5 October by the Syrian military, but a clear surge in airstrikes again.
We believe that only full implementation of the 2012 Geneva communique and Security Council Resolution 2254 can lead to the settlement of the conflict in Syria.
