Interactive dialogue with Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity
Intervention by Ukraine

We welcome the Independent Expert and thank for his report. We hope that next time the reports are posted on the website in advance to allow their proper consideration by all the stakeholders concerned.
We are actively working with all national and international partners, as well as civil society to enhance protection against violence and discrimination based on SOGI. A virtual event on combating violence against Transgender Women held this week and cosponsored by my country was an important opportunity to discuss this issue.
A number of recent legislative reforms in Ukraine have positively contributed to improved access to stigma-free health services to LGBTI people. Advisers on gender equality and non-discrimination have been appointed in regions. The Ministry of Education has taken measures to counter discrimination and further promote tolerance in school. In particular, textbooks have been revised. Furthermore, steps to combat bulling at schools were taken, inter alia via holding relevant trainings.
We share the ID’s concerns about increased violence and discrimination against LGBTI people, as well as of the homophobic propaganda being spread in Ukraine's Crimea and parts of Donbas temporarily occupied by the Russian Federation. We are also concerned that in the Russian Chechnya LGBTI representatives face danger of being killed, and the Russian authorities have no intention to conduct effective investigations of the killings and prosecutions already committed.
We would like to ask the Independent Expert – what steps could be taken to ensure that those violations are properly addressed?
