Interactive dialogue with Special Rapporteur on the on the right to adequate housing
Intervention by Ukraine

Madame President,
We thank the Special Rapporteur for her report.
The right to adequate housing of 1.5 million of displaced Ukrainian citizens has been blatantly violated as a result of the ongoing armed aggression of the Russian Federation and its continuous occupation of Ukraine’s territories of Donetsk and Luhansk regions as well as Crimea.
As part of comprehensive strategy aimed at adaptation of its IDPs, for the last four years, Ukraine has been implementing a national program, which envisages, in particular, subsidies for local authorities for the purchase of temporary housing for IDPs. 2021 is expected to become an important year in implementation of the program as the number of housing units provided to the IDPs will double compared to previous three-year period.
Ukraine is also taking concrete recovery efforts in the territories negatively affected by the armed conflict instigated by Russia in parts of Donbas. These steps include construction, reconstruction and overhaul of the housing fund, provision and improvement of housing facilities for temporary use of IDPs as well as provision of long-term preferential loans.
Despite many remaining challenges Ukraine is committed to continuously increased effort to ensure the decent standards of living to those its citizens that have been affected by the Russia’s aggression.
