Madam President,
Madam High Commissioner,
Let me thank the High Commissioner for her report and tireless work in enhancing international cooperation in the field of human rights, including in my country Ukraine, where the UN Human Rights Monitoring Mission has been working on the invitation of the Ukrainian Government to monitor human rights situation with particular attention to Crimea and Donbas against the backdrop of external aggression and occupation.
We are grateful to the OHCHR for the technical assistance, including for its inputs to the updated National Human Rights Strategy recently adopted in Ukraine and the draft law on minorities.
Regrettably, after seven years of Mission’s monitoring work, despite OHCHR recommendations contained in each of its 31 regular and eight thematic reports, addressed to the Russian Federation and international community, no progress has been made in enforcing the occupying Power to comply with its obligations as a duty bearer under international human rights law and international humanitarian law.
With a view to further strengthening human rights protection throughout the territory of Ukraine, we initiate this session a follow-up resolution “Cooperation with and assistance to Ukraine in the field of human rights”. We hope that it will find a broad support among delegations.
Ukraine is ready to further cooperate with the UN human rights machinery in all areas. We are also looking forward to the new HC oral update on Ukraine during ID on July 9 and invite all delegations to take part in it.
