On June 8, 2021, Permanent Representative of Ukraine in Geneva Yurii Klymenko took part in the thematic debate of the Conference on Disarmament "Effective international arrangements to assure non-nuclear weapon States against the use or threat of use of nuclear weapons."

The Permanent Representative of Ukraine stressed upon the importance of providing reliable security assurances for non-nuclear weapon states in the form of a legally binding document. In this context, he drew attention to the Memorandum on Security Assurances in connection with Ukraine's accession to the Treaty on the Non-Proliferation of Nuclear Weapons (the Budapest Memorandum), the necessity of adherence by the CD Member States to their relevant international obligations and return of the Budapest Memorandum’s offending state to the tenets of international law.

In his statement Yurii Klymenko also emphasized the importance to complement this document with a reliable mechanism to ensure its compliance, that will positively impact the overall non-proliferation regime, especially on the eve of the upcoming NPT Review Conference.

Completing his mission as the Permanent Representative of Ukraine to the Conference on Disarmament, Yurii Klymenko called on the CD Member States to continue persistent efforts aimed at resuming the substantive work of the Conference on Disarmament and further development of the new international instruments in the field of arms control, disarmament and non-proliferation.
