35th session of the UN Human Rights Council
Agenda item 10
aNNUAL THEMATIC dISCUSSION on technical cooperation
Intervention by the delegation of Ukraine
June 20, 2017
Thank you,
Technical cooperation is a key area of the OHCHR activities.
We fully share the conclusions of the report prepared for this discussion, among them –
- on ‘the need for human rights cooperation to take a systemic approach, assessing with national counterparts the broader institutional and normative context and challenges before designing and proposing the required support and the desired course of action’;
- as well as that ‘the technical cooperation should not be seen as an isolated activity but rather as part of an integrated multi-dimensional human rights strategy’.
Ukraine, we believe, is in forefront of these efforts as it benefits from cooperation with the Human Rights Monitoring Mission in Ukraine established in 2014.
HRMMU is actively engaged with all national stakeholders, including the Government agencies, civil society, the Ombudsperson’s Institution. The reports based on Mission’s findings and HRMMU expertise are the source of both substantive advice in the field of human rights and valuable information for the international community on the real human rights situation in Ukraine.
We welcome the elaborated cycle of OHCHR technical assistance being applied in our country which includes: monitoring – assessment of particular human rights’ needs – analyses – practical recommendations on how to meet these needs – providing technical assistance and support in implementation of these recommendations.
Ukraine is grateful for the assistance provided and will remain open to the active cooperation with OHCHR, taking aboard recommendations and doing its best to implement them.
Thank you.
