Mr. President,
We welcome conducting this dialogue with the Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism and Special Rapporteur in the field of cultural rights; may I turn to the report of Mr. Ben Emmerson.
Ukraine fully supports the idea of reforming the UN counter-terrorism architecture, in particular the establishment of a new office of Under-Secretary-General for counter-terrorism coordination, focused at protection and promotion of human rights while countering terrorism.
We concur with the words of Russian representative who earlier last week during High-Level segment said that it would be fundamentally important that initiatives on combating terrorism promoted in the UN were based on solid foundation of the international law.
It is exactly with the respect of the international law in mind, Ukraine filed the case before the International Court of Justice to hold the Russian Federation accountable for acts of terrorism and discrimination in the course of its aggression against Ukraine, under the International Convention for the Suppression of the Financing of Terrorism and the International Convention on the Elimination of All Forms of Racial Discrimination.
