Ukraine remains the object of the military aggression by the Russian Federation, which the latter carries out, inter alia, by supporting and providing large-scale terrorist attacks.
In less than two weeks, because of military shelling and activities of terrorists supported by Russia more than 50 civilian citizens of Ukraine have been killed in Volnovakha, Donetsk and Mariupol.
The OSCE Special Monitoring Mission confirms that the shelling of Mariupol was carried out from the territory controlled by terrorists; the logic of the tragic events proves that it was a planned bloody provocation aimed at intimidating the civilian population. These tragic events prove that Russia and terrorists it supports do not want to implement the Minsk agreements, which currently remain the only internationally recognized basis for the peaceful settlement.
From the beginning of the aggression in late February 2014, the Russian Federation systematically violates universally recognized norms of international law, human rights, including the right for life of peaceful citizens of Ukraine who became hostages of the terrorists on the occupied territory of Donbas. The cynicism of the Kremlin aggression, which includes active support of terrorists at the state level, turns the killing of innocent civilians into ordinary daily fact. The involvement of the Russian Federation in such acts of terrorism as shooting down the civilian passenger plane flight MH17, tragedies in Volnovakha, Donetsk and Mariupol is obvious.
Despite coordinated diplomatic efforts in Geneva, Normandy and other formats, Russia does not fulfill its commitments to adhere to the universally recognized rules of international law and to the agreements already reached. Thus, Crimea remains occupied, and the demands of the democratic community to stop the aggression, as well as the supplies of weapons, equipment and manpower to terrorists, are ignored by the Kremlin. Good intentions to leave the door open for dialogue with the leadership of the Russian Federation only provoke new bloody terrorist acts in Ukraine.
In this regard, taking into account the UN Charter and the UN General Assembly resolution 3314 "Definition of aggression" of 14 December 1974, the Verkhovna Rada of Ukraine recognizes the Russian Federation an aggressor-state and urges the international partners of Ukraine:
- to prevent impunity of those responsible for crimes against humanity committed since the beginning of the Russian aggression against Ukraine;
- to recognize the Russian Federation an aggressor-state that comprehensively supports terrorism and blocks the activity of the UN Security Council, and in this way endangers international peace and security, and to recognize so-called "DNR" and "LNR" terrorist organizations;
- to increase the pressure on the Russian Federation, including through the introduction of new sectorial restrictive measures (sanctions) to stop Russian aggression and to force the Russian leadership to fully implement all clauses of the Minsk agreements, to stop illegal occupation of Crimea, to release all hostages and citizens of Ukraine illegally detained on the Russian territory, including the member of the Permanent Delegation of the Verkhovna Rada of Ukraine in the Parliamentary Assembly of the Council of Europe Nadiia Savchenko;
- to limit credentials of the Russian delegation to the Parliamentary Assembly of the Council of Europe until the Russian Federation stops ignoring the demands of the international democratic community;
- to provide necessary military assistance to Ukraine in order to strengthen its defense capabilities, humanitarian assistance to the affected civilian population and internally displaced persons and promote restoration of the critically important infrastructure in Donbas.
We call on the international community to recognize the fact of aggression of the Russian Federation against Ukraine, occupation of its territory and reinforce demands to return to the internationally recognized borders of Ukraine, thus preventing the creation of a dangerous precedent of a flagrant violation of the international order and security system formed after World War II.
