On 13 January 2015 horrible in its consequences mass shooting of civilians took place in eastern Ukraine near the town of Volnovakha in the Donbas. As a result of the rocket attack on the bus with civilians, carried out by terrorists from the so-called “DPR”, more than 10 people were killed, among them children. More than 15 were seriously wounded. Despite the Minsk Protocol signed in September 2014 by representatives of the OSCE, Ukraine and the Russian Federation, which provides for the observance by all the parties of the ceasefire, the shelling of Ukrainian villages, settlements, cities in Eastern Ukraine and positions of Ukrainian law enforcement officers in the Donbas by the terrorists of the so-called “DPR” and “LPR” does not cease. The shooting is carried out from the areas under the control of the “DPR” and “LPR” militants with weapons originating from Russia. Ukraine and experts of many international organizations have numerous facts evidencing regular supply by the Russian Federation of weapons of Russian origin to militants in the Donbas through the parts of Ukrainian-Russian border uncontrolled by Ukraine.
Every day the world is witnessing flagrant violations of international law and fundamental human rights, the right to life of peaceful citizens of Ukraine who are held hostage by militants on the occupied territory of the Donbas.
The civilized world neither cannot nor has the right to silently observe this tragedy of the Ukrainian people. Ukraine is suffering numerous casualties measured in thousands of lives.
The whole civilized world must make every possible effort to restrain the aggressor. Only the power of our common resistance, power of unity and solidarity with Ukraine of the whole European and international democratic community can stop it.
Recently Ukraine together with other leading countries of the world and millions of French people paid tribute to the victims of the terrorist attack in the capital of France. The mass shootings of people in Paris and Volnovakha are the doings of the same kind. The civilized world must unite in the fight against terrorism.
Taking into account that the conflict in the Donbas, instigated externally, has already resulted in thousands human casualties, and hundreds of thousands of inhabitants of the Donetsk and Luhansk regions were forced to leave their homes and seek for shelter on the peaceful part of Ukraine’s territory under the control of the Ukrainian authorities, given that Russia continues to support the terrorists through continuous supply of military equipment, firearms, artillery, tanks and personnel, the Verkhovna Rada of Ukraine calls on the European Parliament, the Parliamentary Assembly of the Council of Europe, national Parliaments and Governments of the EU Member States, the USA, Canada, Japan and Australia:
– to continue and strengthen the policy of sanctions towards Russia as a state which, in breach of international norms, annexed a part of the Ukrainian territory – the Autonomous Republic of Crimea, supports the terrorist organizations “DPR” and “LPR”, as well as by its practical actions systemically disrupts peace agreements reached in Minsk;
– to include the so-called “DPR” and “LPR”, as well as other similar groups into the lists of designated terrorist organizations;
– to explore ways for providing Ukraine with military assistance in order to enhance its defence capabilities, in particular with regard to protection of its borders;
– to continue policy of non-recognition of the illegal annexation of the Crimea;
– to elaborate within the next two months a program of support for Ukraine in the context of addressing deterioration of the humanitarian situation in the Donbas;
– to facilitate political settlement of the situation in the Donbas based on full compliance with territorial integrity and inviolability of borders of Ukraine, respect for its sovereignty and independence;
– to continue jointly counter the Russian propaganda.
