On September 24th, 2013, under the promotion in the framework of the 24th session of the UN Human Rights Council the resolution ''The role of prevention in the promotion and protection of human rights'' initiated by Ukraine , a panel discussion ''The role of prevention in the promotion and protection of human rights'', organized jointly by the Permanent Missions of Ukraine and Morocco in Geneva, was held at the Palais des Nations in Geneva.
The event was attended by over 70 representatives of the UN Member States , international and non-governmental organizations accredited in Geneva.
Statement were delivered by: M.M.El Haiba of the Inter-Ministerial Human Rights Delegation of the Kingdom of Morocco; M.Rishmawi, Head of the Rule of Law, Equality and Non-Discrimination Branch, OHCHR; Ambassadors, Permanent Representatives in Geneva: M.Maimeskul of Ukraine, O.Hilale of Morocco, A.P.D’Alotto of Argentina, L.D.Lasserre of Uruguay, and M.Thomson, Secretary General of the Association of the Prevention of Torture.
The panelists in their speeches stressed the importance of prevention as a part of the human rights activity. The need of further detailed and comprehensive consideration of the prevention issue and elaboration of the concept of activities in this field, as well as developing appropriate mechanisms, standards and legislation aimed at ensuring the proper functioning of national human rights institutions and sharing best practices were also underlined.
The importance and timely manner of the Ukrainian initiative on the role of prevention in the promotion and protection of human rights, in particular the next HRC resolution ’’The role of prevention in the promotion and protection of human rights’’ which is being jointly promoted in the framework of the 24th session of the UN Human Rights Council by the initiative group of Ukraine, Morocco, Hungary, Poland, Maldives and Uruguay, were emphasized by the participants.
