The presentation of Ukraine's Voluntary peer review of competition law and policy would take place within the framework of the thirteenth session of Intergovernmental Group of Experts on Competition Law and Policy at the Palais des Nations in Geneva from on 9-th July 2013.
The delegation of Ukraine is headed by R.Kuzmin, Deputy Head of Antimonopoly Committee of Ukraine.
Ukraine's Voluntary peer review of competition law and policy has been accomplished upon the request of Antimonopoly Committee of Ukraine within the technical assistance project of UNCTAD on the Partnership program between the Government of Ukraine and UN for 2012-2016.
The comparison of Ukraine’s competition law with international best practices demonstrates that Ukraine’s statutory framework does not require drastic changes. The Peer-review will contribute in finalization of the ten-year competition policy program which is a key component of the economic reform package launched by the President of Ukraine. The aim of this programme is the establishment of a long-term development plan, embracing all sectors of the economy and all relevant administrative and governmental institutions, to find a common approach to competition development. The Government of Ukraine has already approved the Concept for the National Programme of Competition Development. This Peer Review Report provides recommendations that anticipate that the National Competition Programme would provide a platform for a far-reaching reassessment of Ukraine’s competition policy system and the reinforcement of the AMCU as an institution to promote economic progress.
On the eve of the abovementioned event, the bilateral meeting between the Deputy Head of Antimonopoly Committee of Ukraine R. Kuzmin and the Permanent Representative of Ukraine to UN and other international organizations and the Secretary-General of UNCTAD Dr. Supachai Panitchpakdi was held. During this meeting, the delegation of Ukraine expressed the gratitude to the Secretary-General for the work on the completion of Ukraine's Voluntary peer review of competition law and policy and expressed hope that this Peer Review would become the beginning of systematic cooperation with UNCTAD in the sphere of competition development.
