Ukraine aligns itself with the EU statement.
Our country is working closely with the High Commissioner for Human Rights and his Office, including with the Human Rights Monitoring Mission in Ukraine deployed at the invitation of the Government of Ukraine in mid-March 2014. Its documents constitute a basis of the OHCHR reports on the human rights situation in Ukraine, first of all in the territories temporary occupied by the Russian Federation – the Autonomous Republic of Crimea and the city of Sevastopol and parts of Donetsk and Luhansk regions.
Ukraine spares no effort in cooperating with the Human Rights Council, its bodies and mechanisms. We issued a standing open invitation to all special procedures and received a number of their visits to our country. We are looking forward to welcoming in Ukraine this year, in particular, Special Rapporteur on Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment Mr Melzer and Independent Expert on the effects of foreign debt and other related international financial obligations of States on the full enjoyment of all human rights, particularly economic, social and cultural rights, Mr Bohoslavsky.
We are convinced that effective and efficient activities of special procedures play an essential role in implementing the Council’s mandate. In this regard, the issue of full and unfettered access for monitoring mechanisms during their country visits remains of particular importance.
Actively cooperating with the UPR, Ukraine has undergone three review cycles. The recommendations received during the last cycle will be incorporated into the National Action Plan on implementation of the Human Rights Strategy, in close collaboration with the Ukrainian civil society.
