Clustered interactive dialogue with the Special Representative of Secretary-General for Children and Armed Conflict

Intervention by Ukraine

Mr. President,

Ukraine welcomes Special Representatives of the Secretary General – on violence against children and for children and armed conflict – and thanks for their reports.

We in Ukraine unfortunately know too well what negative impact armed conflicts have on children. According to the Human Rights Monitoring Mission in Ukraine, 91 boys and 47 girls have lost their lives since the beginning of the Russian aggression. 80 children were killed as a result of crashing of MH17 plane by a Russian missile. The number of IDPs in Ukraine, who were forced to leave their homes in war affected regions, stands approximately at 1,5 million, including 230 thousand children.

Ongoing fighting poses the physical danger and risks for 15,000 children living along the ‘contact line’ to be wounded or killed by direct or nearby shelling, mines or UXO. 20 periodic reports produced by OHCHR indicate that children are among the most affected by the armed conflict.

Various sources report that children as young as 15 years old were being recruited to armed youth groups in occupied parts of Donbas, being involved in active combat as full-fledged members of combined Russia-backed militant forces.

Children living in proximity of the ‘contact line’ in Donbas regularly suffer from symptoms consistent with the post-traumatic stress disorder. We highly value the practical assistance of UNICEF to provide training for psychologists who work with children to address this problem.

We deeply regret that the report on children and armed conflict does not contain any reference to the situation of Ukrainian children affected by the conflict in the Donbas region of Ukraine. This is a clear omission that should be corrected.
