Agenda item 10
Intervention by the Permanent Representative of Ukraine
Ambassador Yurii Klymenko
September 28, 2017
Let me thank the High Commissioner for an update on the implementation of resolution 34/37 on “Cooperation with Georgia”.
We strongly believe that the technical assistance being provided by the OHCHR in Georgia has proved to be beneficial in build on progress, support compliance with international human rights standards, and to assist in the implementation of the National Human Rights Strategy and the plan of action.
At the same time, we share the concerns of the OHCHR regarding the lack of access to the Georgian regions of Abkhazia and South Ossetia, currently being outside of the control of the Georgian Government; allegations of human rights violations in these two regions raise particular concerns.
We condemn so-called “borderization” installed by the Russian occupation authorities along the Administrative Boundary Lines with South Ossetia and Abkhazia which considerably obstructs freedom of movement, economic activities, exacerbates the perception of insecurity.
The situation in the occupied Georgian territories underlines the importance of its independent monitoring and we reiterate our call for full and unhindered access of the OHCHR to those regions, in order to assist in the human rights protection of the affected population.
In conclusion let me reiterate Ukraine’s firm support for the sovereignty and territorial integrity of Georgia.
