First of all, let me commend certain achievements of the Government of CAR in strengthening the legal framework, in particular, establishing the National Commission on Human Rights and Fundamental Freedoms last April. We also welcome the inauguration by President Touadéra of the headquarters of the joint rapid response unit to combat sexual violence against women and children as well as the progress in establishing Special Criminal Court.
At the same time, the human rights situation in this country remains worrying since we observe an increasing number of human rights violations and abuses due to the upsurge in fighting and focused attacks by various armed groups on the civilian population.
We share the concerns of the Independent Expert about the number of IPDs registered in affected areas of the country between September 2016 and February 2017, which exceeds one hundred thousand, as well as about difficult situation of the displaced persons in Bangui and nationwide. A significant share of people dependent on the humanitarian assistance and the absence of the access to medical and psychological support for the population outside of the urban centers are also worrying.
We call on the CAR authorities to do everything possible to stop the deterioration of the humanitarian situation in the country, make maximum efforts to ensure the access to basic survival needs for people and put an end to arbitrary arrests and detentions that remain a serious obstacle to the administration of justice.
We also call on the international community to increase efforts aimed at stopping the violence and suffering in CAR and help this country return to peaceful life.
